How to fill out a new electrical safety certificate

People who constantly work with electrical equipment must have the appropriate knowledge. Improper handling, disregard of safety precautions, or poor repair of devices can result in serious injury to an employee or cause property damage to the company. Documented confirmation of personnel qualifications is an electrical safety certificate. In addition to personal data, there will be an access group according to which the person must work.

Who needs such a document

It certifies the knowledge and readiness of an employee to work with electrical installations; it is necessary for personnel who have a certain access group and work with such installations. There are 5 admission groups. The first is assigned to non-electrical employees who work with equipment after undergoing training. These categories include accountants, human resources workers, secretaries, etc. The fifth group is assigned to those who work with installations with voltages over 1000 V.

Representatives of the first group do not need to document their knowledge and readiness to work. Certificates are received by electrical engineering personnel and occupational safety specialists who monitor such installations at the enterprise. This is also indicated by the rules for filling out a new type of electrical safety certificate from Order of the Ministry of Labor No. 328n dated July 24, 2013, as amended. order No. 74n dated February 19, 2016.

Who should have an electrical safety certificate?

According to the new rules, electrical personnel must undergo retraining and, accordingly, be re-certified. The procedure is mandatory for all specialists, regardless of their age, work experience and professional skills. By law, the main document confirming their clearance level is considered to be a certificate. In addition to the group, the validity period is indicated there. After its expiration, the employee must undergo recertification again. It turns out every six months. It is checked by a commission, which will include an employee of Rostekhnadzor.

What does the document look like?

Categories of personnel required to have such a document:

• administrative and technical;
• private operational;
• repair;
• electrotechnological;
• operational repair.

It turns out that all employees of the enterprise. They will be assigned different levels of clearance (5 groups) in accordance with the Technical Operation Rules. This is dictated by security considerations. Workers not in direct contact with equipment or voltage sources may be harmed. Therefore, they need to have a minimum of knowledge regarding the specifics of production, safety precautions and other parameters.

Where and how is it issued?

Documents are issued only by Rostechnadzor. Workers undergo training at a specialized training center, but pass an exam and receive new electrical safety certificates in 2022 at Rostechnadzor. Rostechnadzor inspectors do not have the right to serve on commissions of training centers and other training organizations.

The certification document is received after completing the training and passing the exam. Classes are conducted by training centers, but it is not necessary to attend a specialized educational institution; independent preparation and training from an employer are allowed.

A number of employees undergo training exclusively at Rostekhnadzor (clause 1.4.28 of the Rules from Order of the Ministry of Energy No. 6 of January 13, 2003):

• employees from the knowledge testing commission;
• persons responsible for electrical equipment in the organization, their deputies;
• occupational safety specialists monitoring installations.

If it is impossible to organize a commission from the company’s staff (the number does not allow), the employees undergo training at Rostekhnadzor. Everyone else has the right to obtain the necessary knowledge from the employer.

The organizing committee includes 5 people. All members are required to receive an electrical safety group. According to the new rules, Rostechnadzor examines three members of the commission - the chairman, his deputy, and a labor protection specialist. The rest of its members are allowed to be checked within the organization. The chairman of the commission receives group 4 if the company uses installations up to 1000 V, or group 5 if installations over 1000 V are used.

IMPORTANT!

Employees without higher or secondary vocational education (with a school certificate) are required to complete a 72-hour educational course at the training center. Without this, they will not even be assigned to 1 group.

Validity period of the electrical safety certificate

According to the provisions of PTEEP, certificates for testing knowledge of electrical safety of the following personnel are updated annually:

performing various electrical installation work;

• repair;
• individual commissioning tasks;
• prevention;
• issuing work permits;
• orders from superiors;
• leading operational negotiations.

Accordingly, they should renew the old crusts every year.

Note! Representatives of administrative and technical departments not belonging to the above groups, plus engineers (appointed by the head) of labor protection - inspectors - for them the validity period is longer. 3 years.

What form is used

The preparation rules, the form of the new electrical safety certificate and the procedure for filling it out are approved in Order of the Ministry of Labor No. 328n. 2 forms are used:

• on testing knowledge of operating rules in electrical installations (No. 2);
• on testing knowledge of the rules by workers monitoring electrical installations (No. 3).

Electrical technical personnel receive a certificate in form No. 2, labor protection specialists - in form No. 3 (clause 2.4 of order No. 328n). In addition, Form No. 3 is used to certify the knowledge of state inspectors who monitor compliance with safety requirements during the operation of installations.

Certificate form

The current form of electrical safety certificate began to be used in the fall of 2016. Then Order No. 74 of the Ministry of Labor was adopted, which approved the current form of this document. Currently, that is, from 2022 onwards, the sample format to be used can be found in Appendix No. 2 to Order No. 328n of the Ministry of Labor. From the explanations to this section of the regulatory document, it can be understood that the certificate has the following characteristics:

• cover – hardcover in dark red tones, size 95*65 mm;
• The inscription is embossed in a contrasting way. It can be white, gold or yellow;
• internal content - eight paper pages, which contain all the information about the employee’s skills and abilities in the field of electrical safety.

How to fill out the form

This is a unified document. The procedure and correctness of filling out the new electrical safety certificate are described in Appendix No. 2 to Order No. 328n. The new form has been enlarged by 4 pages compared to the previous one (now there are 8), and there is a place for a photograph. If you are filling out an identification document for an electricity consumer, a photo of the employee and completed pages 4 to 6 are not required.

Here's how to fill out a new type of electrical safety certificate for responsible employees:

1. The first two pages contain information about the employee - full name, position. The number and date of issue of the certificate are indicated, the name of the organization and structural unit is indicated. It describes in what capacity (category) the employee is admitted to electrical installations. The line “For work in electrical installations with voltage” is filled in after checking qualifications and knowledge. The voltage class is indicated - up to 1000 V, up to and above 1000 V.
2. The third page reflects the results of testing knowledge of regulatory documents.
3. The fourth page records the results of studying the standards for design and technical operation.
4. On the fifth page - on labor protection standards.
5. On page six - on fire safety standards.
6. On the seventh page - on industrial safety standards and other rules.
7. The certificate is signed by the person responsible for electrical equipment in the organization.

Features of the profession

Having completed professional training courses and received the appropriate qualification certificate as an electrician, the specialist will perform work related to the installation, repair and maintenance of various electrical equipment. This can be simply a daily visual inspection of transformers, power and lighting equipment, or a major overhaul of electrical installations or their individual components and assemblies, including setting up automatic control devices. Having completed training as an electrician, even a novice specialist will have the opportunity to be guaranteed employment in the profession; of course, the first experience will be acquired under the guidance of a more experienced and qualified electrician mentor. Having an electrician's certificate confirming his professional skills and level of qualifications are mandatory conditions when carrying out electrical work.

An electrician must know and be able to

• understand the structure and operating principle of electrical installations;
• read blueprints and wiring diagrams;
• de-energize and commission electrical equipment;
• disconnect cable and overhead power lines with voltage up to 1000V;
• professionally carry out installation and dismantling;
• carry out work on laying wires and cables;
• understand electrical materials and select them;
• know the basics of occupational health and safety;
• comply with fire, environmental and electrical safety standards and requirements

In what cases is an identification document replaced?

If an employee changes jobs, he is required to obtain a new electrical safety certification document.

The more rights an employee is given, the greater the responsibility assigned to him. Such personnel are sent to a training center, and certification is carried out by the State Energy Supervision Commission. This group is assigned by a responsible employee with a clearance of at least group 3 (I always recommend applying for 4 grams, this way there are fewer questions for regulatory authorities, at the same time the same person can be appointed responsible for electrical equipment), reads a 4-hour briefing, conducts a survey, and enters the survey results in the knowledge testing journal for non-electrical personnel of group 1.

When moving to another enterprise, this certificate loses its validity, since the employee was certified under the conditions of a specific organization. The same thing happens when you change profession (position). A new certificate is issued for a specific type of duty.

Who issues

A new 2022 electrical safety certificate is awarded to a person who has completed 2 weeks of training and successfully passed the exam. If he improves his qualifications, then the training period is more than 4-5 weeks, and the certification will also be more serious.

The issuance of documents is carried out by a responsible person appointed by the manager. As a rule, such employees check people who have completed training. They are included in the general composition of the commission:

• Technical Director;
• senior (chief) engineer;
• similar specialist.

The certificate received by the head of the department or having the highest level of access is signed only by the director of the enterprise.

Important! So that the person issuing such certificates himself has the appropriate qualifications.

Such documents can be purchased, many organizations undertake to fill out and issue personal permits, however, having the paper will not increase your knowledge. Any audit will reveal the incompetence of an employee, so business owners must themselves monitor the conduct of training courses and certification of staff.

Classification of electrical personnel

All personnel of an organization that has electrical installations with voltages greater than 1000 V on its balance sheet are divided into the following qualification groups (depending on what functions are assigned to each):

• ATP (administrative and technical personnel). They are engaged in organizing technical and operational maintenance of electrical installations, as well as their installation, adjustment and repair.
• OP (operational personnel). They carry out workplace preparation, inspection, prompt connection and control of ongoing work.
• ORP (operational and repair personnel). The functions include prompt maintenance of electrical installations.
• RP (repair personnel). Installation, adjustment, repair, testing and maintenance of electrical equipment (technical).
• EP (electrical technical personnel). They use electric machines (manual), power tools (portable), electric welding, and electrolysis.

What list of documents is required for organizations working with electrical installations?

Depending on the type of activity of the enterprise, the list of electrical safety documents will differ. For example, an organization engaged in the retail trade of animal feed may not have a single electrical installation on its balance sheet, while a machine-building plant may operate more than a dozen such devices.

Electrical installations are a set of machines, apparatus, lines and auxiliary equipment (together with the structures and premises in which they are installed) intended for the production, transformation, transformation, transmission, distribution of electrical energy and its conversion into another type of energy.

Here is an approximate list of documentation for organizations that have electrical installations on their books and carry out work on them.

1. Order on the appointment of the person responsible for electrical equipment and his deputy.
