Preface

The rules for the technical operation of consumer electrical installations were developed on the basis of the requirements of current legislative acts, new state standards and other regulatory and technical documents, taking into account the operating experience of consumer electrical installations as of 01/01/2003 with amendments and additions dated 09/13/2018.

Suggestions from research institutes, design, repair, commissioning organizations and other consumers were also taken into account.

This edition includes Chapter 3.5. “Portable and mobile electrical receivers” and Appendix 2, which contains an approximate procedure for technical diagnostics of consumer electrical installations.

The chapters have been significantly revised and expanded: Chapter 1.2. “Duties, responsibilities and supervision of compliance with the rules”, chapter 1.3. “Acceptance into operation”, chapter 1.4. “Personnel requirements and training”, Chapter 1.5. “Electrical management”, chapter 3.4. "Electrical installations in hazardous areas." In addition, the Standards for testing electrical equipment and devices of consumer electrical installations have been significantly revised in connection with the approval of individual chapters of the seventh edition of the Electrical Installation Regulations and a number of others.

The rules focus the attention of personnel on the issues of operating consumer electrical installations and do not replace state standards and normative and technical documents (NTD) regulating the design of electrical installations. Therefore, when installing, modernizing and reconstructing electrical installations, you should use, along with these Rules: Rules for the construction of electrical installations (PUE); building codes and regulations (SNiP); sanitary standards for the design of industrial enterprises, state standards.

This publication includes the Rules for the protection of electrical networks with voltages up to 1000 V and the Rules for the protection of electrical networks with voltages above 1000 V.
