History of creation
The need to create regulatory and technical documents that standardize the design and operation of electrical networks and devices arose back in the days of GOELRO. Until 1949, the requirements were discussed and approved at the All-Russian, and subsequently at the All-Union Electrotechnical Congresses, with separate rules for electrical devices and safety.
Only in 1946-1949 the first edition of the PUE was published. During these years they were published in separate sections in the form of brochures. The first Rules for the Construction of Electrical Installations were published as a single book in 1949.
In 1950, “Changes and additions” to them were released, then in the same year PUE 2 was released, without significant differences from the 1949 version, taking into account the Changes and additions.
Since 1957, new sections of the Rules appeared and the third edition was formed. It was published as a single book only in 1965, and in the same year the fourth edition appeared.
1976-1982 – years of publication of individual sections of the fifth edition. And they operated until the advent of PUE 6, in 1985.
From 1999 to 2003, PUE 7 was developed, which was approved by Order of the Ministry of Energy of Russia dated July 8, 2002 No. 204
Differences between PUE 7 and PUE 6
As already mentioned, currently in the Russian Federation there is PUE 7 and certain parts of the 6th edition, for example, chapters 4.3, 4.4, 7.3, 7.4, 7.7
There are not too many differences between the sixth edition and the seventh, here are some of them:
The following concepts and classification of grounding systems were introduced:
- TN-S grounding system;
- TN-CS grounding system;
- TN-C grounding system;
- CT grounding system;
- IT grounding system.
The next change is that the concept of “protective grounding” replaced the concept of “grounding”.
And one more thing - the requirements and attention to electrical safety issues have been strengthened.
Thus, domestic standards were updated and brought closer to international standards. In general, PUE 7 complements Chapter 6 of the edition.

financing) are approved by the authorized federal executive body and (or) executive bodies of the constituent entities of the Russian Federation; the procedure for approving (including the procedure for coordination with executive authorities of the constituent entities of the Russian Federation) investment programs and monitoring the implementation of such programs; features of the functioning of the wholesale and retail markets in certain parts of the price zones of the wholesale market, the procedure for submitting price applications by subjects of the wholesale market, the procedure for their selection and determination of the equilibrium price of the wholesale market, taking into account the characteristics of its price zones; rules for maintaining mandatory separate accounting by type of activity in the electric power industry; rules, criteria and procedure for qualifying a generating facility operating on the basis of the use of renewable energy sources as meeting the target indicators established in accordance with the main directions of state policy in the field of increasing energy efficiency of the electric power industry (hereinafter referred to as qualified generating facilities operating on the basis of the use of renewable energy sources) . Generating facilities operating on the basis of the use of renewable energy sources also include facilities that carry out combined generation of electrical and thermal energy, if these facilities use renewable energy sources to generate electrical and thermal energy; the procedure for coordinating the transfer of electric grid facilities included in the unified national (all-Russian) electric grid to lease to territorial grid organizations; procedure for federal state energy supervision;
take measures for social protection of certain categories of citizens, including in the form of approving the procedure for providing such citizens with security for their obligations to pay for electric energy in accordance with the budgetary legislation of the Russian Federation;
support the use of renewable energy sources and stimulate the use of energy efficient technologies in accordance with the budget legislation of the Russian Federation;
And according to Art. 38. “Guarantees of reliable supply of electrical energy to consumers”:
— responsibility to consumers of electrical energy for reliability
providing them with electrical energy and its quality in accordance with the requirements of technical regulations (which do not exist and their development is not envisaged in the near future within the framework of the Customs Union) and other mandatory requirements (it is not clear what they are) bear (within their
responsibility) subjects of the electric power industry that ensure the supply of electric energy to consumers of electric energy, including energy sales organizations, guaranteeing suppliers and territorial network organizations;
— the basis of the system for reliable provision of electrical energy to consumers is a reliable power supply scheme and compliance with all requirements of the rules of technical operation of power plants and networks, as well as the presence of specialized organizations in the retail markets - guaranteeing suppliers.

Preface
The seventh edition of the Electrical Installation Rules (PUE) due to the long processing period (at least two years) will be issued and put into effect in separate sections and chapters as work on their revision, coordination and approval is completed.
This publication includes sections and chapters of the seventh edition prepared by OJSC VNIPI Tyazhpromelektroproekt together with the Roselectromontazh Association:
Section 6 Electric lighting, consisting of: Chapter 6.1. A common part; Chapter 6.2. Interior lighting; Chapter 6.3. Outdoor Lighting; Chapter 6.4. Illuminated advertising, signs and illumination; Chapter 6.5. Lighting control; Chapter 6.6. Lighting devices and electrical installation devices.
Section 7. Electrical equipment of special installations: Chapter 7.1. Electrical installations of residential, public, administrative and domestic buildings; Chapter 7.2. Electrical installations of entertainment enterprises, clubs and sports facilities.
When preparing these chapters of the PUE, the requirements of state standards (in particular GOST R 50571), building codes and regulations, and recommendations of scientific and technical councils of leading electric power organizations were taken into account. The project was reviewed by the working groups of the Coordination Council for the revision of the PUE. Section 6, chapter 7.1. and 7.2. agreed with the State Construction Committee of Russia, GUGPS of the Ministry of Internal Affairs of Russia, RAO UES of Russia, JSC VNIIE and submitted for approval by the Department of State Energy Supervision and Energy Saving of the Ministry of Fuel and Energy of Russia.
The requirements of the Rules for the Construction of Electrical Installations are mandatory for all departments, regardless of their organizational and legal form, as well as for persons engaged in entrepreneurial activities without forming a legal entity.
From 07/01/2000, Section 6, Section 7, Chapter 7.1 and Chapter 7.2 of the Sixth Edition Electrical Installation Rules are no longer in force. The publication of sections and chapters of the Seventh Edition of the Electrical Installation Rules can be carried out only with the permission of Gosenergonadzor
