In accordance with the decree of the Government of the Russian Federation, every owner of both a private house and an apartment must install meters to control electricity consumption. The device must not only be installed, but also registered correctly. It is necessary to familiarize yourself with the recommendations on how to correctly register an electricity meter. For the procedure, you need to collect documents and submit an application to the energy saving company.

How to register an electricity meter

The owner of an apartment or private house is obliged to independently purchase a device of first class accuracy, an electrical panel for installation and switches that operate automatically.
Installation of an electric meter can only be carried out after obtaining permission from an energy saving organization.

Installation of a new electricity meter may be required for several reasons:

  • the counter needs to be moved to another location;
  • it is necessary to replace the old device with a new one;
  • A new electricity meter is being installed in the apartment.

Electricity metering devices are divided by type of design and type of measurement. After all installation work has been carried out on site, the owner is given a package of documents that must be presented to the energy sales office to register the meter.

The papers can be submitted to the management company that services the house, if we are talking about installing the device in the apartment, or you can contact the organization that monitors electricity consumption yourself.

It is important to pay attention! It is strictly forbidden to change old meters or install new ones yourself. For this, a fine may be imposed on the owner. All installation work can only be carried out by organizations with a licensed license.

What is ODN and how is it calculated?

ODN - general house needs. Each apartment building receives a certain amount of utility resources, the bulk of which is consumed by residents. Some of the resources go to maintaining the house and maintaining common property. Not only utilities inside the apartment are paid, but also utilities used for general house needs.

The amount of one tax charge for electricity may include costs for:

  • Lighting of common areas (staircases, vestibules and entrance areas);
  • Energy consumed by intercoms;
  • Energy consumed by elevators;
  • Energy consumed by other electrical equipment; Used for general house needs (for example, surveillance cameras, pumps pumping water to the upper floors, automatic heat control system, etc.).

Each apartment building has an individual set of electrical equipment. Calculation of the consumed electricity at the ODN is carried out in accordance with the Decree of the Government of the Russian Federation No. 354 dated May 6, 2011, P.44:

  • Based on the readings of collective metering devices; The expense for one-room registration is determined as the difference between the expense of a certain collective metering device and the total consumption of residential and non-residential premises, then divided by the total area of such premises, and then multiplied by the individual area of each of them.
  • In the absence of a common house meter, the calculation is made according to the standard. If the electricity consumption for ODN is determined based on the ODN standard, then the value obtained by multiplying the standard by ODN and the area of the premises included in the common property in an apartment building is divided by the total area of the premises, and then multiplied by the individual area of each of them .

Documentation

To apply for registration of an electricity consumption control meter, you must prepare a package of documents. These include a copy of the applicant’s passport, technical documentation for the electric meter, drawn up by the installer organization, a certificate of work performed.

In addition to information about the owner and the organization carrying out the installation, the application must indicate the data on the meter during installation and the date of the planned next verification.

If all documents are submitted in full, then the connection must be made no later than 30 days from the date of submission of the application. Readings from the previous meter must be transferred and assigned to the new one.

The procedure for transferring readings from a new electricity meter

The readings taken must be submitted between the 15th and 26th of the current month to avoid debt.

There are several ways to overeat meter readings:

  1. Through your account on the official website;
  2. By calling the contact center at +7-499-550-88-99;
  3. Alternate ATMs at Mosenergosbyt offices;
  4. Through any other ATMs of payment systems, such as Sberbank, QIWI and others.

Use the recommendations listed to transfer readings from a new electric meter - it is quite simple and does not require much time.

Time to put the electric meter into operation

Based on the current rules for the provision of utility services to citizens, the consumer must send an application to fix the date and deadline for putting the new meter into operation.
The appeal must be considered by the energy saving company as the executor.

If the time indicated by the consumer in the application is busy and it is problematic to allocate it, the executor may send an appeal to the applicant with a request to revise the date.

Consideration of an application from a citizen should not last more than three days. In addition, it is prohibited to offer the applicant a date that postpones the requested date by more than 15 days.

It is important to pay attention! If the contractor does not appear at the site within the time period established in the application or he cannot offer an alternative date in less than 15 days, then the device will be considered put into operation.

The registration date will be the exact day on which the citizen submitted the application. All indications for payment of electricity consumption will be counted from this moment. If the energy saving company continues to charge payments according to average consumption standards, the user has the right to file a complaint with the Housing Inspectorate.

Submit testimony through the Moscow government services portal

Indications for consumed electricity and water can be submitted to the unified portal mos.ru in the “Services” section. You must first register on the portal. To transmit electricity readings, perform the following steps:

  1. We go to the section “Housing, Housing Utilities, Yard”.
  2. Select the column “Taking readings and paying for electricity.”
  3. In the free fields, enter the counter number and personal account.
  4. We enter the readings.

On the government services website you can find out the balance of personal accounts.

Verification of electricity meters

In order for the indicators on electric meters to be taken into account, it is necessary to carry out regular verification. The calibration interval is indicated in the electric meter passport. The procedure can be carried out either in a special laboratory or at home. The type of verification depends on the model and type of meter.

The second option is most preferable, but not all devices can be tested using portable equipment. In-home verification is not only more convenient for owners, but also cheaper, since there is no need to pay for dismantling and new installation services.

Technical conditions for organizing electricity metering.

The verification is carried out to determine the following points:

  • whether the device is connected correctly;
  • is there self-propulsion, that is, changes in reading parameters without load;
  • Is there a magnetic field? If the device has been magnetized, then this can both slow down and accelerate the counter as much as possible. In such a situation, the readings will be incorrect, both in one and in the second case;
  • compliance of the device with appearance, labeling and configuration.

The measurements of the installed device are compared with the reference one. If the difference is more than 10%, then it must be replaced with a new one.

Energy sales must be notified that the device is being verified. This is necessary because the filling will be removed. In the future, you need to invite a specialist to restore it.

Video on how to verify an electric meter:

Why does the electricity consumption for the single-circuit heating unit change monthly and how can we achieve a reduction in the amount for the single-unit heating unit?

The amount of electricity consumption for one unit is calculated and depends on several factors and may change every month.

The cost of ODN depends on factors such as:

  • Intensity of operation of electrical equipment installed on the ODN;
  • Regularity of transmission by residents of the house of individual readings of metering devices to PJSC Mosenergosbyt (if the readings are not transmitted, then the calculation is formed based on the calculated average monthly volume of consumption, and when transmitting or taking readings in the subsequent billing period, the volume of consumption will be recalculated based on actual data);
  • Absence of unaccounted and/or non-contractual consumption;
  • Technical condition of intra-house wiring (electrical wiring in old houses may be worn out and this increases technological losses of electricity in intra-house networks);
  • Equipping residential premises with working metering devices.

Under what conditions is the meter changed at the expense of the energy supplier?

Replacing and servicing the meter is free of charge for the user if:

  • The meter has expired and must be replaced as planned.
  • During the verification process, it was discovered that the device distorts the readings, which makes its further operation impossible.
  • The device was damaged due to the fault of the resource supply organization. For example, due to voltage imbalance.

Regardless of the reason for replacing the meter, in most cases the subscriber must independently submit an application for installation of the device. The only exceptions are scheduled work carried out by specialists without notifying the user.

Reasons for registering an electric meter

Electricity metering devices (MU) are reliable devices. The inter-verification period is 10-20 years. It depends on the type of meter. However, situations may arise in which it is necessary to replace the device before the end of its service life and register it.

These may be the following reasons:

  1. The expiration date has come to an end.
  2. The meter has failed. A self-propelled gun appeared or the readings stopped changing.
  3. After replacing the existing meter with a modern metering device.
  4. Changing the location of the electricity meter.
  5. There was a need for separate accounting of detached buildings. This situation arises when renting out premises for individual entrepreneurs, legal entities or individuals. In this case, a new electric meter is additionally installed.

When choosing a meter, take into account the place of its operation. Not every device has the ability to work outdoors at sub-zero temperatures.

The passport indicates the temperature indicators at which the operation of the equipment is permitted. Now the rules require that in a private house, an outdoor version of the introductory box be mounted on the wall of the building, fence or additional support.

The figure below shows a separate metering board, which doubles as an input panel on the site of a private house.

Testimony submission methods

The electricity meter that transmits readings can be of different types, but this does not affect the methods of presenting information.

There are the following options for transmitting information to a resource supplying organization:

  • contacting the service center of an authorized organization;
  • using access to your personal account;
  • through a personal account;
  • using a voice dialing system;
  • use of payment terminals;
  • contact through the hotline.

A citizen has the right to choose any method convenient for him. If you fail to use one method, there is always an alternative option.

Contacting the service center

In this case, the owner of the residential premises will need to make a personal appeal to the organization providing electricity supply services. You must enter the information on a paper receipt. The completed form is placed in a special box.

This method has pros and cons. The positive thing is that the data immediately goes to the resource supply company. The downside is that you need to waste time and go to this organization.

Access to your personal account

Currently, all organizations providing electricity supply services have official websites. If a person registers on the portal, he has the opportunity to submit data online.

The following sequence of actions is provided:

  • registration;
  • login to your personal account;
  • reflection of data in the opened form;
  • completion of the operation by pressing the “Submit” key.

In addition, this method makes it possible to pay for consumed services online. The receipt will be sent to the email address specified by the citizen.

Using a personal account

There is an option to submit data when using a personal account. It is presented in the form of a unique set of numbers. The number in question is reflected in the receipt issued upon payment for electricity.

In this case, you do not need to register on the resource supply company’s website. On the main page, select the service for submitting testimony through a personal account.

Further:

  • meter readings are entered;
  • the period of electricity use is indicated;
  • amount of payment;
  • press the “Submit information” button.

You can pay for the services consumed immediately.

Call the hotline

In addition to these methods, a citizen can call the hotline of the organization providing the services in question. For this, the number indicated on the official website is used. For example, in Moscow they call to.

You need to follow the voice menu instructions. After the readings are dictated, the system repeats the information received; if it does not correspond to reality, you need to contact the operator.

In this case, you need to take into account the operating hours of the hotline. Most often, the period is from 09.00 to 20.00 hours.

Counters and tariffs

Electricity metering with a single daily tariff was and is carried out with meters with a scale reminiscent of the scale of the Felix adding machine - the reliable mechanical great-grandfather of electronic calculators. Up to 7 scale cells with numbers provide complete information about energy costs. Each cell is a numeric digit , and a comma indicates the presence of a decimal part of the number. The rotating cylinder of the cell consists of 10 sections with a sequential change of numbers from 0 to 9.

Taking readings from such a counter means reading the numbers from left to right. If the stairwell is poorly lit, you need a flashlight to see and take readings. Since it is the responsibility of consumers to correctly take readings of electricity meters, and a representative of the energy company can check this, erroneous readings lead to recalculation, and systematic readings lead to administrative sanctions.

New electronic meters have a display with a multi-digit scale instead of a mechanical dial. Taking readings has become easier, because the luminous cells with numbers are clearly visible even in poor lighting. It is now possible to install and monitor the following additional information:

  • temporary tariff zones;
  • counter activity time;
  • The current date.

Industrial consumers of electricity use three-phase meters, which are also used in everyday life when kilowatts of power from installed household units cause a current on the line that exceeds the permissible values for a single-phase network. Such a meter allows you to separate readings for light from readings for power. The consumer decides which type of meter to choose based on the recommendation of a specialist.

Tariff zones

Several zones have been identified in a day, during which the loads vary greatly. Day zone - 7-23 hours. Peak (maximum energy consumption) zone t1:

  1. 7−10 a.m.
  2. 17-21 hours.

Night zone t2 (minimum energy consumption) - 23-7 hours. Half-peak zone T3 with consumption slightly less than peak load, but significantly higher than the night period:

1. 10-17 hours.

2. 21-23 hours.

Trying to relieve peak electricity consumption, private users are offered a night zone with a preferential tariff, which is almost 3 times less than the peak one. For example, long-term washing at night with heated water will be much cheaper than during the day. Washing machines began to be produced with a “delayed wash” function, which starts washing at night.

Summer residents forced to heat light summer buildings at night by switching to energy metering at two tariffs (day and night) received significant savings on electricity .

Private entrepreneurs, by redistributing the temporary loads of active work, were able to save money on the night tariff. For example, the cost of fresh baked goods for morning sales is lower, since they are prepared at night.

Types of tariffs

Temporary load zones determined the tariff options:

  • single tariff;
  • two-tariff;
  • multi-tariff.

Single tariff is a single rate during the day. Two-tariff - sets rates for day and night zones t2. Multi-tariff - offers 3 tariffs for peak t1, half-peak t3 and night zones.

The choice of tariff is the desire of the consumer. Electricity is metered at a single rate using old-style and electronic single-tariff meters. Multi-tariff meters are programmed to account for energy at set intervals. For example, a three-tariff time meter - tariffs t1, t2, t3, automatically switches to accounting at the appropriate tariff. In this case, you do not need to think about how to correctly take readings from the electricity meter, since the electricity consumption for each tariff is displayed automatically or upon request by pressing the corresponding button.

Two-tariff models

How to take readings from a two-tariff device? At first, it may seem that it is more difficult to receive them than from regular single-tariff ones. But to take readings from the day/night electricity meter, it is enough to know one principle. We are talking about which readings are daytime and which are nighttime. They have different markings. As a rule, T11 symbols indicate daytime, and T12 symbols indicate nighttime. More information about this can be found in the instructions for the model. Before submitting a request to the subscription service, first write down information on the daily tariff plan (to the decimal point). Other indicators are written out in a similar way. Most often, information about modes changes automatically after some time. On some electrical appliances you can manually switch the values.
