Numbered and unnumbered seals
If the opened seals have numbers, then these numbers must be reflected in the report.

This arrangement of an electricity metering unit is completely uncharacteristic of residential housing (ordinary citizens can exhale and relax).
Electricity meter replacement act
The document is drawn up by the specialists who performed the work. One copy of the documents remains with the customer, the second - with the service organization. This act is an official document that is provided to the relevant authorities upon request. A faulty electricity meter must be replaced immediately. It is necessary to complete the act according to the sample with full competence, excluding possible errors.
- Joining. This chapter indicates the name of the junction box in which electrical installation work was carried out.
- Description of installed and removed electrical energy meters. The item indicates the model, accuracy class, year of manufacture and serial number of both the old and new device. Example: a three-phase voltage electric meter “Saturn”, accuracy class 1.5, 1985 with serial number No001285 was dismantled. Instead, a multifunctional three-phase voltage meter “Mercury”, accuracy class 0.3, 2022, was installed.
- State inspection date. The report specifies the timing of inspections of old and new devices.
- Meters data. The current readings of both electricity metering devices are filled in in the column.
- Calculation coefficient. The column records a technical value indicating the transformation ratio, which depends on the current transformer used in the house. To calculate real consumption, this coefficient must be multiplied by the device readings. Example. The device reading is 80 kWh, the transformer used reduces the load by 20 times, then the actual consumption is 1600 kWh.
- Unaccounted for electricity. The time of electrical installation work is entered in the column field.
- Reason for replacing the meter. The column indicates the reasons for replacing the meter. For example, the specified service life has expired.
- Vector diagram. An inspector from a service company uses a volt-amperephase meter to construct a vector graph and enters the readings into the report.
To make the controller happy
Controllers of energy sales (grid) companies, oddly enough, are also people. And if so, then the assessment of the events that led to the drawing up of the act is largely influenced by the human factor.
There are situations when inspectors, immediately seeing with a trained eye the emergency nature of removing the seal, do not even read the acts. They quickly do their job (seal a new metering device, draw up instructions or other documentation, etc., etc.) and go to other sites.

In one case there was no document. In another case, there was an act, but the controller did not read it. Agree that these are fundamentally different situations.
Regulations for sealing the meter
On a properly sealed electric meter, the sealing wire or fishing line must be placed through all the holes provided for this in the terminal cover and other parts of the housing. The possibility of unauthorized access to the connection and structural elements of the device must be completely excluded. Free sealing of the meter by representatives of executive bodies, they are also suppliers of electricity supply services, is stipulated in legislative acts in the case of initial installation of the device. Subsequent sealing is carried out for the appropriate fee provided for by law.
An act from the management company or the management of the HOA?
Maintenance of apartment buildings involves the division of areas (zones) of responsibility between management companies and owners of housing and non-residential premises. In the power supply system, the input device of the room is usually considered as a boundary. Due to the lack of a unified standard for input devices, various rumors arise around this provision, but in almost 100% of cases, electricity metering devices are the responsibility of the premises owners. The location of the electric meter in the floor panel (on the staircase), to which lovers of freebies and mythical rights so like to appeal, is no exception to the rule.
Thus, drawing up an act on removing the seal from the electric meter is not the direct responsibility of management companies. Management company employees have every right to dismiss tedious writings, which is what they usually do. In fact, the owner of the premises can only ask a representative of the management company to draw up an act and does not have any effective mechanisms to demand and force. Agree, not the best position for negotiations. And the results are most often consistent.
The procedure for sealing the meter
As a rule, the installation of the meter and its sealing are carried out by the same organization. But it happens that for some reason the installation was carried out earlier, including on their own, so for sealing they enter into an agreement with the management or energy supply company.
Algorithm of actions:
- You need to submit an application to the management company, agree on the time of arrival of a specialist (engineer, electrician).
- Drawing up a contract and paying for services.
- Departure of a specialist, sealing of the meter.
- Drawing up a corresponding act, which should also record the readings from which the countdown will begin.

And our chairman, when installing a new meter (which had readings of 1576), says that all meters come with zero readings and you pay for 1576, although these readings were in the act when installing and sealing. Is it normal to require a counter with zeros? although this is a new meter with documents and seals? How to remove a seal from an electric meter: 3 solutions
Still, you decided to take a risk and removed the seal from your electricity meter. But something went wrong: either an inspection came unexpectedly while you were still in the process of installation, or, as often happens, the removed seal is in a state ready for installation, but you did not have time to install it.
- Use the services of electricians unofficially and trust them to check your electrical network.
- Carry out independent work: watch a training video, determine what material the filling is made of. It can be lead (like a water meter) or polyethylene (like a gas meter, which is attached to gas pipes). Decide on the degree of fit of the filling: tight or there is some play. Dismantle and open the meter. You need to be very careful not to damage the plastic seal.
- If you are not able to distinguish a machine from a DIN rail, then the best solution for you would be to use the services of electricians, find a sample, write a notice and officially break the seal from the meter.

What is the fine for breaking the seal on an electric meter?
When there is a suspicion that the consumer is to blame, it is necessary to prove the fact of his guilt. Separately noted is the fact that the meter readings have decreased. In practice, utility services rarely try to understand the essence of what happened. If there is a problem, it means the consumers are to blame. But a differentiated approach is required, which needs to be more clearly reflected in legislative acts.
- The filling materials themselves must be restored only in the manner established by law.
- If the consumer is not at fault, this must be proven so that no fines are assessed. Utilities must be required to provide information about the volume of their products consumed and to check the technical condition of the device. This will help identify the presence or absence of deviations from the norm.
- The same must be done if the communal office itself is to blame. Then a statement is written addressed to the manager.
- Each inspector must be required to provide a complete set of documents to confirm their identity and the availability of appropriate authority.
- Service providers must themselves inform consumers about who exactly is responsible for the metering devices.
- Providers should review each case individually.

When are they compiled?
To avoid unlawful actions on the part of the subscriber aimed at distorting the information obtained using a water meter, metering devices are sealed .
If the organization that verifies the metering equipment has special tools that allow you to check the meter without dismantling it, it is not sealed again.
Based on the results of the sealing procedure, a document (act) is drawn up that confirms that the seal has been installed.
