To account for electricity consumption, electric meters are installed in each apartment or house. The correctness of their operation is checked at certain intervals. Such a check is called verification.
What is verification of electric meters
Federal Law of the Russian Federation No. 102 (On ensuring the uniformity of measurements) and Law No. 261 (On energy saving and increasing energy efficiency, as well as making adjustments to certain legislative acts of the Russian Federation) indicate that only certified electricity meters are allowed to operate.
Verification is a mandatory procedure; it confirms the serviceability of the measuring device for carrying out accounting tasks. It is a comparative analysis of the readings of an electric meter with a standard that has a smaller error. Based on the measurements obtained, carried out according to the verification procedure for a specific model of the device, the magnitude of the error is determined. As a result of the procedure, a verification certificate or a certificate of unsuitability is issued.
The verification procedure is as follows:
- Inspect the meter for damage;
- Checking the strength of electrical insulation;
- Determination of errors in the operation of the counting mechanism;
- Check the device for self-propelling;
- Checking the sensitivity threshold value.
The error in the operation of the device can be determined independently as follows:
Three hundred-watt incandescent light bulbs are connected in parallel and connected to the network. Other sources of energy consumption are switched off. The stopwatch records the time during which the disc makes five rotations, or the LED flashes 10 times.
The obtained data is entered into a special formula:
E = (P * T * A / 3600 - 1) * 100%
wherein:
- P—power consumption, kW;
- T—time of one disk rotation, sec;
- A - gear ratio (indicated in the passport or on the meter body) is the number of disk revolutions per 1 kWh, imp/kWh
- E - error.
For example: (0.3*(102/5)*600/3600-1)*100%=2%.
If the result is negative, the meter overestimates the readings. When positive, it lags. The permissible error is 2% in either direction. If this reading is higher, the device needs to be verified.

Types of verifications
According to Decree of the Government of the Russian Federation No. 250 dated April 20, 2010 , all types of electricity meters are included in the list of measuring instruments subject to verification.
There are several types of electrical appliance diagnostics.
Primary
It is carried out at the manufacturing plant and is a check of the functionality of the device and the compliance of the determined values with respect to established standards. During diagnostics, the actual error is calculated, compared with the permissible one, the results are recorded in the technical passport for the electric meter along with the date of work. As for foreign products, verification is carried out before importation into the country.
Periodic
Performed by employees of a metrological organization after the designated period of operation or storage of the device. During it, the probability of the counter giving readings of the permissible degree of error is determined.
Extraordinary
Carried out in the interval between periodic verifications. The reasons for forced diagnosis may be:
- the need to replace the electric meter;
- repair of equipment;
- loss of technical documentation of an electrical appliance;
- at the request of the owner if there are any doubts about the correctness of the device readings.

Do I need to check new electric meters?
An electric meter just bought in a store does not require verification. This is explained by the fact that each device has already gone through this procedure after manufacturing at the factory. But if before installation the device was stored for a long time in a warehouse, then it is necessary to subject it to verification.
For different types of meters, the time interval allowed for storage in a warehouse is different. For single-phase devices it is 2 years. Three-phase devices are stored for no more than a year from the date of manufacture. Therefore, companies involved in the sale of electricity meters began to purchase in small quantities so that at the time of sale the device would not have expired.
Calibration interval of mechanical and electronic meters
The permissible period of operation of the meter between two verifications is called the inter-verification interval, and each model of the device has its own. The MPI is indicated in the technical passport by the manufacturer, and ranges from 4 to 16 years for different types of electricity meters. The date of the last verification must be indicated on the body of the electric meter.
For example, for the Mercury 230 meter, the MPI is 10 years, for the Mercury 201 and Energomer CE 101 - 16 years.
Single-phase
For single-phase induction meters, the verification interval is 16 years. The exception is devices in which the rated current is 5 - 10 A; for electronic devices - from 5 to 16 years, depending on the rated current.
Conditions for checking devices without removal
To test voltage measuring transformers and other devices, we use the latest techniques and modern equipment, in particular PTS 3.3C reference devices.” Thanks to them, it is possible to obtain accurate metrological data without damaging the seal, and also perform verification within 15-20 minutes, so you will receive all the necessary documents on the same day of application.
Based on the results of testing current and voltage transformers, meters and other devices, you receive:
- state-issued certificates from the laboratories of VNIIMS, FBU Rostest-Moscow and our own certified one;
- entering verification information into the unified state register;
- service agreement;
- certificate of completion.
The presence of verification certificates gives the right to use the verified devices during the next verification interval (MPI). If deviations are identified, our specialists offer replacement with new devices supplied from manufacturers at competitive prices.
Where to go for verification
To call a specialist, you must contact any metrology laboratory that is accredited for this type of activity. Its location can be found in the organization involved in the control of electricity consumption. The owner is responsible for delivering the meter for testing. Energosbyt notifies about the timing of the verification. If the owner is not confident in the accuracy of the device readings, then he can initiate verification himself, without waiting for the scheduled one. The owner has the right to independently choose a metrological organization.
Is it possible not to remove the electric meter?
Yes, there is such a way to check the accuracy of an electrical appliance without removing it from the workplace. To do this, an agreement is drawn up with a metrological institution and the work is paid. A FMC employee with the necessary equipment comes to your home. The work is carried out according to the methodology for a specific device model.
The method of checking the meter at home is considered more appropriate because it saves time. There is no need to wait in line for 2-4 weeks while the work is completed at the FMC.
How much does verification cost?
The amount for checking the electric meter depends on the chosen institution, its urgency and the type of electric meter:
- induction single-phase meters - from 650 rubles.
- electronic single-phase meters - from 720 rubles.
- three-phase induction electricity meters - from 750 rubles.
- three-phase electronic meters - from 820 rubles.
The cost of the service is relevant for work in the laboratory. Does not include costs for removal of the device and its delivery.
The duration is about two weeks.
It is possible to order an accelerated verification, but the amount of payment for the procedure will increase:
- within 5 days - plus 25% of the amount;
- 3 days - plus 50%;
- 1 day - plus 100% payment.
As for verification at home, the price for it will be higher. This usually includes the cost of shipping any special equipment required. A single-phase meter will cost 2,500 rubles, a three-phase meter will cost 3,500 rubles. If the technician arrived, but the diagnostics were not carried out for some reason, the owner will have to pay 1,000 rubles for a false call. If the verification took place, an additional payment of 1000 rubles is required for the issued duplicate confirming its completion.
Cost of verification in the laboratory of the Federal Budgetary Institution "Rostest-Moscow"
- Electric energy meters, single-phase active energy – RUB 700.00. (price excluding VAT 20%);
- Single-phase and three-phase active and reactive energy meters, multi-tariff – 1,550 rubles. (price including VAT 20%);
- Electric energy meters, three-phase active energy or reactive energy – RUB 800.00. (price excluding VAT 20%);
- Electric energy meters, three-phase active and reactive energy, bidirectional, multifunctional – RUB 3,400.00. (price excluding VAT 20%).
What to do if the verification period has expired
After the expiration date, verifications are carried out depending on the accuracy class of the device. If the class is 2 or 1, then the device is verified. This is done within a month.
Electric meters with an accuracy class of 2.5 or more are not subject to verification and require replacement.
Is there any liability for failure to carry out verification?
There are no penalties against the owner for failure to comply with the deadlines for checking electric meters.
When a device expires, its readings are considered invalid . You will have to pay for electricity according to a standard that significantly exceeds the actual use of electricity.
Energy sales employees draw up a report on unspecified electricity consumption, according to which recalculation will be made from the date of expiration of the verification period.
For the first four months, the amount for electricity consumption will be equal to the monthly average, or to the data of the general house electricity meter, and then according to established standards.
Do I have to pay to install new electricity meters?
The installation will be carried out free of charge for citizens by the company that services energy facilities. Since electric meters are most often located outside residential premises, their installation and dismantling is expected without special notice to residents.
According to amendments to the law of March 26, 2003 No. 35-FZ “On Electric Power Industry”, electricity suppliers are required to purchase, install, change, put into operation and operate electricity meters, other equipment, as well as software necessary to ensure electricity metering .
