Employees of enterprises who, due to their job responsibilities, perform work in electrical installations, maintain them or supervise such specialists, must undergo special training. The concept of electrical safety and permission to work

Electrical safety clearance groups differ in the type of equipment, education requirements, and experience of a specialist:
- I – assigned to non-electrical personnel, that is, employees who do not work in live electrical installations, but deal exclusively with electrical appliances. Assignment to a group does not require passing courses, certification or obtaining a certificate.
- II – required for non-electrical personnel engaged in servicing electrical installations under voltage up to 1000 V.
- Group III - gives permission for independent installation and maintenance of installations under voltage up to 1000 V.
- Group IV - allows the employee to work with installations under voltage up to and above 1000 V. The fourth group should also be received by safety engineers who monitor the operation of electrical installations.
- Group V - issued to officials responsible for electrical equipment at the enterprise. Specialists with the fifth group of access have the right to perform work of any complexity, as well as manage the production process.
Employees with clearance higher than third can provide instructions to non-electrical personnel and assign employees level 1 electrical safety clearance.
Who issues an electrician's permit?
In order for a hired employee to perform his immediate duties, he must be taught how to conduct work in a safe manner or confirm previously acquired knowledge and skills. Only a special commission can issue permits on the basis of the organization, but in order to form such a group of specialists, it is necessary that four of them first receive the 4th clearance group and one - the fifth.
The commission must include engineering and technical workers who have a higher specialized education and have worked in this production for at least three years. The created group of employees (with a study program and with the help of technical supervision) has the opportunity to issue an electrician’s permit and discuss all issues within the group.
Who should have a certificate
The latest changes in the legislation regulating the admission of consumers to work with electrical installations came into force in 2018. The legislator expanded the list of specialists who must undergo periodic training in electrical safety and confirm their qualifications in an exam with a special commission.
It is mandatory to pass a knowledge test to obtain an electronic security permit:
- Workers in the categories of electrical, electrical technology, non-electrical (second group only) personnel.
- Safety engineers who monitor the operation of electrical installations.
- State inspectors supervising compliance with the rules for the technical operation of electrical equipment.
The next certification can be carried out by a special commission (SDC), created within the enterprise, or in state energy supervision authorities. The second method is mandatory for members of the Labor Code, occupational safety specialists responsible for electrical equipment. The RTN exams are taken by employees of enterprises whose numbers do not allow them to create their own commission.
How to choose a qualified specialist?

You can only assess the level of professionalism of a specialist by seeing the work with your own eyes. When choosing one or another electrician, it is important to carefully familiarize yourself with his qualifications, work experience, education received and the warranty period for the work. Another important thing is a safety permit for an electrician.
Of course, you can always use the services through the housing department. The person at the entrance or in the house knows the phone number of the management company; you can also ask your neighbors for the phone number of the housing office. But you should not completely rely on this organization. As a rule, employees of management companies receive low wages and are not at all interested in orders. It is better to involve an electrician from the housing office only for those works that, for one reason or another (for example, due to the level of clearance) cannot be done by an invited specialist.
Certificate form
An electrical certificate is a special type of permit that confirms the positive results of a knowledge test and the presence of professional skills for safe work with electrical equipment at a certain level. To be issued, you need to undergo training and pass an exam.
The certificate is issued in one of two approved forms:
- On testing knowledge of operating rules in electrical installations.
- On testing knowledge of the rules by workers monitoring electrical installations.
The main changes in the new form are 8 pages instead of 4, space for a photo of the employee. But, filling out 4-6 pages and photos is not required for organizations that are only consumers of electricity.
The format of the document depends on the classification system:
- type of electrical installation - up to 1000 V, up to and above 1000 V;
- qualification group – II-V;
- type of personnel – electrical, electrical, non-electrical;
- type of personnel – technical and administrative, operational, repair, combined.
The permit document contains the name of the organization, structural unit, position, personal data of the employee, his category, work to which access is granted, and the results of tests of knowledge of regulatory documents. If any data changes, the certificate must be reissued.
How to get group 2
This category is assigned to specialists who, in their daily activities, encounter operating electrical machines. These workers are required to have the knowledge that is required for 1st admission group, and also have an understanding of the work of electrical engineering.
As a rule, certification is carried out for those workers who have not received electrical engineering education. They must complete special courses lasting about 80 hours. If the employee already has a certificate of completion of the course, this level is assigned automatically (after providing the commission with a diploma of completion of the course).
This admission group is considered the highest that minors are entitled to receive.
After completing the training, the electrician must put into practice the acquired technical knowledge of working with electrical equipment. In addition, the specialist must clearly understand the potential consequences of electric shock and master the skills of safe work on live areas of the equipment assigned to the employee. The person taking the exam must, in addition, have the practical ability to provide assistance to victims in the event of an electric shock.
Procedure for obtaining a certificate
The most important innovation in the field of electrical safety regulation is the ban on training centers issuing certificates. If a company offers to quickly issue all permits without the participation of Rostechnadzor, you will receive an illegal and invalid document. Therefore, it is worth choosing proven training centers accredited by RTN, which are responsible for the quality of training and accompany the entire process of preparation and passing the exam in accordance with all norms and rules.
There are 3 ways to pass a regular or unscheduled knowledge test:
- Beginners must complete a full training course lasting up to 1 month. Those who receive permits in this way increase their chances of employment or transfer to a more responsible position.
- Courses at the training center without interruption of work with further certification in Rostechnadzor. The duration of the programs is 72 hours.
- Creating your own commission within an enterprise is a suitable option for organizations with a staff of 50 or more people.
The last option is the least expensive for the enterprise, but requires qualified personnel. The chairman of the commission can only be a holder of level 4 or 5, members of the commission (3-5 people) - at least 3 groups.
Electrician's certificate with permission: sample
What does an electrician's license look like? This is a booklet in which on the first page the employee’s name and surname, position, name of the organization, certificate number, date of issue, access group and seal are indicated. On the second page of the electrician's permit there is a table in which the results of the checks are entered. It indicates the date of inspection, reason, group, assessment, and the date of the next inspection. The signature of the chairman of the commission is affixed. An electrician whose categories and tolerances are indicated in the certificate may be involved in performing the relevant work.
Types of certifications
The qualification test that electrical personnel must undergo is of 3 types:
- primary;
- planned;
- unscheduled.
An initial knowledge test is carried out upon hiring an employee and assigns the specialist 2nd security clearance group. Without obtaining a certificate, personnel should not be allowed to operate an electrical installation. This type of certification is also carried out for specialists who have had a break in work for more than 3 years.
The next knowledge test must be taken at least once a year for all electrical personnel, and at least once every three years for administrative and technical personnel. The management of the enterprise may issue an order for unscheduled certification or advanced training of employees in the following conditions:
- transfer of a specialist to another position (advanced training);
- purchase of new equipment;
- transfer of a specialist to other electrical installations;
- labor break of more than 6 months;
- when investigating an industrial accident;
- loss or damage of the form;
- changes in legislation;
- requirement from the Gostekhnadzor inspector.
The timing of an unscheduled knowledge test in the commission is determined by the management of the enterprise at its own discretion and as necessary. A specialist is also required to undergo an extraordinary certification when changing place of employment.
Validity periods of admission groups according to electronic security
There are differences between the validity period of the electrical safety clearance group and the validity period of the certificate. The access group assigned in case of successful certification is retained by the specialist for 3 years, regardless of the category of personnel.
The period for which the certificate is valid depends on the type of personnel:
- 1 year – for electrical personnel (non-electrical personnel in the case of registration of the second group);
- 3 years – for administrative and technical personnel, labor protection engineers.
If an employee does not pass a subsequent test for confirmation or advanced training within the specified time frame, a new certificate is not issued, and he loses the right to be allowed to work on electrical installations. The group remains with him for three years.
There are cases when an employee passes the next certification unsuccessfully. In such circumstances, the law provides for the right to retake within a month from the date of the failed exam. For this month, the employee’s certificate’s validity is extended, or, by decision of management, he is suspended from work until he retakes the exam. Repeated unsatisfactory assessment - the group is not confirmed, the certificate is invalid, which is a reason for dismissal or transfer to another position not related to the maintenance of electrical installations.
Another feature is a change of employer. A certificate of any admission group ceases to be valid upon dismissal from one enterprise and employment in another. At a new place of work, the employee undergoes an internship, after which he confirms his knowledge within the existing group. Based on the results of the certification, the commission can decide to confirm the level or lower it. The latter option is possible if the employee has to work with more complex electrical equipment.

Answer: The head of an enterprise (organization) does not have the right to include employees of third-party organizations in the commission for testing knowledge of the rules and regulations for work in electrical installations. According to clause 1.4.34 of the Rules for the Technical Operation of Consumer Electrical Installations (hereinafter referred to as PTEEP), if the numerical strength of an enterprise (organization) does not allow the creation of a knowledge testing commission, then the employees of such enterprises (organizations) undergo a knowledge test in the Rostechnadzor commission.
The rules for the technical operation of consumer electrical installations do not provide for the possibility of concluding an agreement with a third-party company that has the appropriate personnel to create a commission for assigning electrical safety groups.
According to clause 1.4.3 of PTEEP, the head of the Consumer, the chief engineer, the technical director is not required to be assigned an electrical safety group. However, if these employees previously had an electrical safety group and want to confirm (increase) it or obtain it for the first time, then the knowledge test is carried out in the usual manner as for electrical personnel.
The procedure for assigning electrical safety groups is contained in Appendix No. 1 of the Labor Safety Rules during the operation of electrical installations. Electrical safety groups 2 to 5 are assigned after a minimum of experience in electrical installations, depending on the level of education of personnel, including those without specialized electrical engineering education. The same annex contains a note that labor protection specialists monitoring electrical installations of electricity consumer organizations must have group 4, their production experience (not necessarily in electrical installations) must be at least 3 years.
According to paragraphs. 1.4.20, 1.4.21 PTEEP, the next knowledge test must be carried out within the following periods:
- for electrical personnel directly organizing and carrying out work on servicing existing electrical installations or performing adjustment, electrical installation, repair work or preventive tests in them, as well as for personnel who have the right to issue orders, orders, and conduct operational negotiations - once a year;
- for administrative and technical personnel not belonging to the previous group, as well as for labor protection specialists authorized to inspect electrical installations - once every 3 years.
The time of the next test is set in accordance with the date of the last knowledge test.

Clause 1.4.37 of the PTEEP states that the scope of testing knowledge of norms and rules is determined taking into account the job responsibilities and the nature of the employee’s production activities in the relevant position (profession), as well as the requirements of those regulatory documents, the enforcement and compliance of which is part of his job responsibilities.
Appendix No. 1 to POTEE establishes requirements for knowledge of electrical installation diagrams and equipment of the serviced area.
Clause 10 of the Regulations, clause 8.16 of Order 49 sets requirements for passing pre-exam preparation, which, together with questions for testing knowledge, is agreed upon with the Federal Service for Environmental, Technological and Nuclear Supervision.

The application must indicate the date of the knowledge test, contact information for communication and additional information.
Question:
Is an extraordinary test of knowledge of administrative and technical personnel on electrical safety required when bringing the constituent documents of a closed joint stock company (CJSC) into compliance with the requirements of Chapter 4 of the Civil Code of the Russian Federation, i.e. when changing the name of a closed joint stock company to a joint stock company (JSC)?
Answer: Specialists from the State Energy Supervision Department of Rostechnadzor answered this question.
In accordance with the requirements of clause 1.4.23 of the Rules for the Technical Operation of Consumer Electrical Installations (hereinafter referred to as PTEEP), approved by Order of the Ministry of Energy of Russia dated January 13, 2003 No. 6, an extraordinary knowledge test is carried out regardless of the date of the previous test: when the Consumer puts into operation new or revised rules and regulations.
A change in the organizational and legal form of an organization is not a basis for conducting an extraordinary test of knowledge of administrative and technical personnel. In this case, it is necessary to reissue the certificates and log books (protocols) for testing knowledge of the rules of work in electrical installations in the commission where the knowledge test was carried out.

The department received a request for clarification of regulatory requirements in the electricity sector.
Answer : In accordance with the Rules for the Technical Operation of Consumer Electrical Installations (hereinafter referred to as PTEEP), approved by Order of the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6, electrical technological personnel of production workshops and areas that are not part of the Consumer's energy service, operating electrical technological installations and having a group of electrical safety II and higher, in its rights and responsibilities is equal to electrical engineering. Testing employees' knowledge is divided into primary and periodic (regular and extraordinary). The initial knowledge test is carried out for workers who first entered a job related to the maintenance of electrical installations, or when there is a break in testing knowledge for more than 3 years (clause 1.4.19. PTEEP). When appointed or transferred to another job, an extraordinary knowledge test is carried out regardless of the period of the previous test (clause 1.4.23. PTEEP).
According to clause 2.5 of the Rules on labor protection during the operation of electrical installations (hereinafter referred to as the Rules), approved by the Ministry of Labor and Social Protection of the Russian Federation dated July 24, 2013 No. 328n, the results of testing knowledge on labor protection in electric power industry organizations are documented in a protocol for testing knowledge of the rules of work in electrical installations, form which is provided for in Appendix No. 4 to the Rules, and is taken into account in the logbook for testing knowledge of the rules of operation in electrical installations, the form of which is provided for in Appendix No. 5 to the Rules.
The results of testing knowledge on labor protection for organizations purchasing electrical energy for their own household and production needs are recorded in the logbook for testing knowledge of the rules of work in electrical installations, the form of which is provided for in Appendix No. 6 to the Rules.
Thus, if your organization is a consumer of electrical energy, then the results of the knowledge test should be recorded in a journal in accordance with Appendix 6 of the Rules.
If your organization is not a consumer of electric energy and carries out work exclusively at electric power enterprises in the conditions of existing electric power facilities, it is more advisable for personnel in their work to be guided by the requirements of the Rules for the Technical Operation of Electric Power Plants and Networks of the Russian Federation, approved by Order of the Ministry of Energy of Russia dated June 19, 2003 No. 229 , as well as the Rules for working with personnel in electric power organizations of the Russian Federation, approved by order of the Ministry of Fuel and Energy of Russia dated February 19, 2000 No. 49.
In this case, the results of the knowledge test are documented in a knowledge test protocol, the form of which is provided for in Appendix No. 4 to the Rules, and are taken into account in the log book, the form of which is provided for in Appendix No. 5 to the Rules.
Please note that according to clause 1.2. Rules for working with personnel in electric power industry organizations of the Russian Federation, these Rules are a guiding document for the personnel of enterprises, organizations and institutions, regardless of their form of ownership and departmental affiliation, carrying out the design, operation, repair, adjustment, testing, organization and control of the operation of equipment, buildings and structures , being part of electric power production, as well as performing other types of work in the conditions of an existing electric power facility. Clause 39.1 of the Labor Safety Rules during the operation of electrical installations states that only workers who have undergone special training and testing of knowledge and requirements contained in this subsection are allowed to test electrical equipment by a commission that includes equipment testing specialists with group V - in electrical installations with voltages above 1000 V and group IV - in electrical installations with voltages up to 1000 V.

Special training for testing electrical equipment is understood as training an employee for a position in an electrical laboratory to carry out these tests, in accordance with clause 1.4.5.3 of the Rules for the operation of consumer electrical installations with on-the-job training (in an existing electrical laboratory).

Testing knowledge in a newly organized laboratory, where it is not possible to include your own equipment testing specialist in the commission; such a specialist can be invited from an existing electrical laboratory, since there are no restrictions on this in the regulatory and technical documents.

Please tell me, if an office institution does not have electrical personnel, can the institution enter into a civil contract with an external specialist from group III in electrical safety so that he can instruct the rest of the employees in group I? Answer: In accordance with clause 8.5 of the “Rules for working with personnel in electric power industry organizations of the Russian Federation”, approved by order of the Ministry of Fuel and Energy of the Russian Federation on February 19, 2000 No. 49, registered with the Ministry of Justice of Russia on March 16, 2000 No. 2150 (hereinafter referred to as the PRP), initial inspection knowledge testing is carried out in relation to workers who first entered a job related to the maintenance of power plants or after a break in testing knowledge for more than 3 years. - When transferring an employee engaged in servicing electrical installations with voltages below 1000 V to work servicing electrical installations with voltages above 1000 V, he cannot be assigned an initial electrical safety group higher than III (clause 5 of Note Appendix 1 of POT EE).

Answer: Clause 1.4.22 of the Rules for the technical operation of electrical installations of consumers, approved by order of the Ministry of Energy of the Russian Federation dated January 13, 2003 No. 6, determines that employees who received an unsatisfactory assessment during the next knowledge test, the commission assigns a repeat test no later than 1 month from the date of the last checks. The validity of the certificate for an employee who has received an unsatisfactory assessment is automatically extended until the period appointed by the commission for the second inspection, unless there is a special decision of the commission recorded in the knowledge test log on the temporary suspension of the employee from working in electrical installations.
The Rules for the Technical Operation of Consumer Electrical Installations do not have a clear answer to the question you asked, however, paragraph 8.19 of the Rules for working with personnel in electric power organizations of the Russian Federation, approved by Order of the Ministry of Fuel and Energy of Russia dated August 1, 1995 No. 166, stipulates that the question of the possibility of maintaining an employment contract with an employee is not who passed the exam for the second time is decided by the head of the organization in the manner prescribed by law.

Fines and sanctions
The employer is obliged to monitor compliance with the deadlines for periodic testing of the knowledge of personnel engaged in servicing electrical installations. Delay in deadlines means that the management of the enterprise allowed an employee to perform special work who does not have a confirmed level of necessary qualifications for this purpose. The nature of liability and the amount of the fine depends on the category of the offender:
- individuals and representatives of line personnel pay a fine of 1-2 thousand rubles for a expired certificate;
- officials responsible for the current situation (director, person responsible for electrical equipment at the enterprise) - a fine of 2-4 thousand rubles;
- individual entrepreneurs operating without forming a legal entity - 2000-4000 rubles or suspension of activities for a period of up to 3 months;
- legal entities – a fine in the amount of 20 to 40 thousand rubles or suspension of proceedings for up to 90 days.
Such sanctions are provided if the performance of official duties with an expired certificate did not have serious consequences. If they lead to an accident, the death of a person, then the provisions of Art. 143 of the Criminal Code of the Russian Federation.
Status upgrade
To assign the next qualification (for example, the fourth level), they recommend workers who meet the established requirements: higher education - 2 months, secondary technical - 3 and general secondary - six months of work in the third admission group.
