Documents for the application for technological connection
All documents will need to be attached to the application. Their list is indicated on page 2 of the application.

When may project approval be required?
The power supply project must be approved in the following cases :
- When moving into a new apartment or house;
- When refurbishment of enterprises and commercial facilities;
- When completely replacing electrical wiring, including interference with the main network;
- When increasing capacity in housing or enterprise;
- When deciding to connect a new construction project to the main networks;
- When changing the connection location of an object.
If we are talking about a simple replacement of wiring with a slight increase in power, then approval is not required. When it is necessary to reconnect buildings to power supply networks for the purpose of prevention, you need to submit an application to the local distribution zone.
Connection deadlines
It must be borne in mind that the technical specifications remain valid for 2 years. The legislation states that the network organization is obliged to fulfill its part of the obligations under the technical specifications within 6 months from the date of signing the agreement. In the remaining time (before the expiration of 2 years), the applicant must fulfill his obligations. Then he sends a notification to the organization, which within 10 days inspects the conditions fulfilled by the applicant, and in the next 5 days, if there are no complaints, implements the actual connection of the consumer to electricity.
Inspection by inspector and commissioning
When the inspector inspects the site, he must be provided with all the necessary documents.
Firstly, a document confirming the fulfillment of the conditions specified in the technical specifications, which is issued by the organization involved in drawing up the technical conditions.
Secondly, this is an act of acceptance of electrical installation work. This act is a document that indicates a list of installed electrical equipment with their passports, describes the types of work performed on the installation of electrical wiring, as well as distribution boxes, sockets, and switches. The act must comply with the project for the power supply of the house. If changes have been made that are not included in the project, they must be agreed upon with the design organization.
Based on the documents provided, the inspector draws up an act for connection to electrical networks.
Regulatory acts
The electrical supply project must comply with the following legal standards :
- “No. 123-FZ” Fire safety;
- “SP 52.13330.2016” Refers to lighting on site;
- "GOST 21.607-214" Standards for performing external lighting documentation;
- "GOST R 54350-2015" Lighting devices;
- "SP 31-110-2003" design and installation of electrical power and consumer installations.
These are the main regulations when designing and coordinating the power supply of a facility. However, this is not a complete list. It all depends on the characteristics of the individual object and its connection to the main networks.
How to fill out an application?
Depending on the form chosen, you will need to fill out different application fields.
Some fields to fill out are the same for all types of applications:
- Full name or name of the applicant and his registration data.
- Reason for applying: New construction, Increasing the capacity of a previously connected facility, changing the category of reliability of power supply, points of connection to the power source, type of production activity that changes the power supply scheme
- Name of energy receiving devices (TP No., RP No.).
- Location of the object.
- Maximum power of energy receiving devices.
Let us dwell on this point of the application in more detail.
The maximum power of electrical installations is the largest amount of power determined for simultaneous use by energy receiving devices.
The maximum power should be determined when developing a power supply project and correspond to the nature of the enterprise’s operation and the requirements necessary for the normal operation of the equipment.
If the maximum power during design is determined incorrectly, for example, it is overestimated, this will lead to you paying more for the connected power, and the unused power will not be needed.
- Time frames for design and phased commissioning, distribution of maximum power.
The applicant indicates the approximate time frame for the design of power receiving devices, the time period for commissioning of the equipment. Phased commissioning - the enterprise can introduce power in stages, 1st, 2nd, etc., stages, depending on the need.
- NAME OF THE ENERGY SALES ORGANIZATION with which it is planned to conclude an energy supply agreement (purchase and sale of electrical energy (power)).
The application for technological connection indicates the name of the energy sales organization with which you plan to enter into a power supply agreement. By default, the guaranteeing supplier of your region is indicated, but you can select any other energy sales organization as your electricity supplier.
Also in this paragraph you select the type of contract. Either this is an energy supply agreement or an electricity purchase and sale agreement. The energy supply contract includes the service of electricity transmission. The electricity purchase and sale agreement does not include transmission services. In this case, a contract for transmission services must be concluded with the network organization.
In applications for legal entities up to 150 kW in categories 2, 3 and individuals from 15 to 150 kW, you must additionally indicate:
- Nature of the load (type of economic activity).
- Proposal for the payment procedure (for legal entities and individual entrepreneurs with a power of 15 kW and up to 150 kW, taking into account previously connected power). There are two options to choose from:
- 15% of the fee within 15 days from the date of conclusion of the agreement, 30% of the fee within 60 days from the date of conclusion of the agreement, but not later than the date of actual accession, 45% of the fee within 15 days from the date of actual accession, 10% of the fee within 15 days from the date of signing the act on the implementation of technological connection;
- advance payment of 5%, interest-free installments of 95% with quarterly payment in equal installments for a period of up to 3 years from the date of signing the act on technological connection.
