After registering ownership of a land plot, it is necessary to resolve the issue of connecting it to the electrical grid. It is advisable that these works be completed before the construction of the house.
The first thing to do is find out how far the power lines are from the site. To do this, you need to measure the distance from the site to the nearest power line support in a straight line. If this distance is less than 300 meters within the city limits or 500 meters outside the city, with a standard load the connection will cost 550 rubles (not counting technical work).
If the distance is longer, you need to prepare for additional costs. The cost of installing the power line will be borne by the customer.
Considering that the pillars must be placed at a distance of 25 meters from each other, and the cost of one pillar is about 25 thousand rubles, it is necessary to approach the preparation of documentation very carefully.
Paperwork
To connect a site without buildings to electrical networks, a standard package of documents is required.
It includes:
- the applicant's civil passport;
- a certificate confirming the applicant’s ownership of the land plot;
- plan diagram of the territory of the land plot with the designation of the nearest power line poles;
- plan diagram of the territory of the land plot indicating the location of utilities.
If documents are submitted by a third party, a power of attorney to perform the relevant actions must be attached to the list of main papers. Based on the submitted documents, the network organization will issue technical conditions according to which all further work will be carried out.
Change No. 1: is it possible to arrange an offline connection, bypassing SNT?
Summer residents now have the opportunity to connect to power grids directly by concluding a separate agreement with the power company.
This will allow you not to depend on other members of the SNT and not to undertake obligations to pay the debts of defaulters. In order to create an offline connection, you must:
- find out the name of the electricity supplier for the territory of a particular SNT and submit an application to them for concluding an individual electricity supply contract;
- Attach to the application confirmation of membership in SNT (certificate or gardener's book), as well as documents on the technological connection of SNT to the power grid;
- contact the network organization with a request to install an electric meter.
The Ministry of Energy reminds that from 2022, at the request of consumers, network operators are required to install individual electricity meters (letter of the Ministry of Energy of the Russian Federation No. 09-409 dated 02/05/2021).

Project development
The technical specifications indicate:
- network power, including the maximum load of the energy consuming facility;
- list of electricity meters;
- the presence of a sealed box in cases of external connection.
Technical specifications are issued within thirty days. After receiving them, it is necessary to draw up a project and purchase electrical equipment that corresponds to the document. The most commonly purchased devices are an electric meter, a switch, a machine, cables, wires and lighting fixtures. When developing a project, it is necessary to depict a diagram of external power supply and internal wiring. The design must show the types of wires and electrical devices.
Each project for supplying electricity to a site is individual.
The location of the transformer and the planned location of the future home play an important role.
Results
Owners of garden plots can now enter into an autonomous power supply agreement, bypassing SNT. The time it takes to connect houses to power grids has also been reduced. Owners of autonomous low-power generators can sell the generated energy to the electricity supplier, the payment will be offset against the payment for consumption from the networks.

Electrification stages
After drawing up the project, the installation stage of the electrical supply system begins. Installation must be carried out in full accordance with the approved document, otherwise overvoltage in the network may occur. If all project requirements are met, a work acceptance certificate is drawn up and permission to operate electricity on the site is issued. The next step is to install seals on all elements of the system that supply voltage. After this, another act is signed.
Connecting electricity to a plot of land without buildings is possible in one of two ways:
- by laying wires underground;
- by laying the cable by air.
The second method is considered less expensive because it does not require excavation work. At the same time, this method has its drawbacks: power lines can break due to adverse weather conditions: strong wind, icing, etc.
When connecting wires to a site, experts recommend installing self-supporting insulated wires, which provide protection from damage.
Connecting electricity underground
Connecting electricity to a site without buildings using an underground method requires a significant investment of physical effort and financial resources. The advantage of this method is its reliability and security of the system, which provides protection from negative external factors.
The underground method includes the following work:
- preparing a trench with a depth of about 75 centimeters (below the soil freezing level);
- backfilling the cable with a layer of sand (about 20 centimeters);
- clearing the ditch of debris, removing sharp objects that could damage the wires.
When using this method, a wire without conductive cores is used. The most commonly used two-phase cable is rated at 220 volts. The wire is masked with a corrugated pipe, protecting it from mechanical damage.
Documents for an application for connection to electrical networks
To connect a private house or plot of land, there is now no need to order expensive connection diagrams from design organizations. To apply you must provide:
- Identity documents
- Extract from the unified real estate register. Please note: the statement is valid for 30 calendar days.
- Purchase and sale agreement. If the land plot was inherited, then a certificate of inheritance.
- A plan for the location of energy receiving devices or a situational plan. You can compose it yourself. There is no need to contact design organizations.
Electricity connection conditions
When connecting electricity to a plot of land without buildings, the following requirements must be met:
- the distance from electrical supports to the border with the site should be more than ten meters;
- the distance from wires to trees and other obstacles should be more than one and a half meters;
- when using the aerial method of conducting electrical networks, the height from the ground must be more than six meters.
The cost of all work will depend on the location of the site, its distance from power grids, and the presence of power line poles.
Another important factor influencing pricing is the voltage power in the electrical network. Connecting the site to existing networks will cost less than building new supports.

Change No. 2: The time frame for connecting houses to power grids has been reduced
Another change was a significant reduction in the time it takes to connect citizens’ homes to power grids. If previously the connection period was up to four months, now it has been reduced to 30 working days.
This norm is enshrined in Decree of the Government of the Russian Federation No. 639 dated April 26, 2021.
However, in order to benefit from the reduced period, the following conditions must be met simultaneously:
- voltage class of electrical networks is not more than 0.4 kV;
- the distance from the networks to the boundaries of the site is no more than 15 m;
- there are no objections from the owners of neighboring plots that are located between the power lines and the applicant’s plot;
- The network organization is not required to carry out work on the construction or reconstruction of electrical networks.
What's next
After submitting the application, 20 days later you will receive an SMS indicating that the contract has been submitted for consideration to the applicant. You need to go to your personal account again, where you will find connection documents in the “Application Fulfillment” tab and an invoice for payment for the technological connection. The payment period is only 5 calendar days. The invoice cannot be paid electronically; all details must be entered manually for payment.
After Rosseti confirms the payment, you will receive an SMS indicating that the contract has been concluded and is being executed. After this, you can begin installing the EPU on the site.
How to fill out an application for connection to electrical networks
First you need to register on the Rosseti power grid services portal. You can register by email or phone number. After registering and logging into your personal account, you need to fill out personal information about yourself in the “Profile”.
The service requests all the information necessary to identify the user and enter into an agreement, including scans of the passport with registration and SNILS.
After filling out, save the information and go to the main page of the portal to submit an application.
In the application on the first screen, select the subject of the Russian Federation where you will connect to the networks. If you plan to connect in the same region where you live, then you don’t need to change anything, the service determines it independently. If the connection is in another region, then select the one where the land plot is located.
The “Branch” and “Network organization” fields are filled in automatically.

Tab "Energy receiving devices"
Name of the devices - “Low-rise residential development (Individual residential building/Garden/Country house)”;
Location. Sample filling for a plot of land on which a house has not yet been built and an address has not been assigned. In the location description field, enter the description from the USRN extract.
Technical characteristics of devices. This section specifies standard values for private households. Reliability category “III” defines connection for domestic needs.
Entry deadline. To enter, you need to indicate the start time of work and the planned service life. You can indicate the coming months when you plan to install the EPU on the site. For example, if you submit an application in February, and you will install the EPU in April, then indicate the planned date - April 2022, and the commissioning date - August 2022.
At the time of processing the application, Rosseti employees delete the data on the deadlines, and will connect it after you send a notification about the installation of the EPU. Only the reliability category and maximum power of the device are left in the table.

You can choose the method of notification during technological connection that is convenient for you. In any case, you will receive sms−
notifications about the processing status of the application.
Tab "Energy sales organization"
Name of the GP. Indicate the company that is the main supplier of electricity in your constituent entity of the Russian Federation.
Choose the price category at your discretion:
- The first price category is a single-rate tariff, when the cost of electricity per day is the same;
- The second price category is a two-part tariff, when the cost of electricity is divided into Day/Night or Night/Half-Peak/Peak.
Other price categories are considered only for connection for commercial purposes.
Documents Tab
Here you need to download:
- plan for the location of receiving devices or situational plan;
- document confirming ownership. Upload a purchase and sale agreement or a certificate of inheritance, an extract from the Unified State Register of Real Estate. The extract must not be issued later than 30 calendar days.
If the land plot is jointly owned, then you need to make a note about the joint ownership of the land plot.
